Spiral, a Block initiative for the public good, gives grants to independent developers, designers and others with a big idea for improving open-source bitcoin or open-source AI. The grants page says Spiral has given hundreds of grants to projects and individual contributors in over a dozen countries and would gladly give more. Applicants email a detailed proposal to grants@spiral.xyz; there is no form, no deadline and no stated grant size.
