RAND Center on AI, Security, and Technology (CAST) Fellowship

The RAND Center on AI, Security, and Technology (CAST) Fellowship develops policy analysts at the intersection of technology and security; fellows research one or more CAST areas with RAND mentors and may work on client-sponsored research for up to an average of one day a week. Candidates from undergraduate students to mid-career professionals are welcome, and since December 2025 only applicants for AI Security, Technology Policy and Governance, or Biosecurity are considered. Fellowships typically start at six months, can be full or part time and can be renewed up to three years in total. U.S. full-time fellows receive an annual stipend of $40,000 to $200,000 depending on experience plus a monthly payment for health or dental insurance; U.K. fellows are paid by experience. Applications go through an online form and are reviewed quarterly, with apply-by dates of February 1, May 1, August 1 and November 1 and responses by March 1, June 1, September 1 and December 1; candidates must be able to obtain a U.S. or U.K. security clearance.
