Gulf Offshore Legacy Oil and Gas Infrastructure - Orphaned Wells

The National Academies' Gulf Research Program issued this funding opportunity for research on orphaned and idled oil and gas wells in State, Coastal and Bay waters of the Gulf Coast. It seeks mapping and risk-assessment tools that locate wells and evaluate navigational, environmental and public health risks, and decision-support tools based on cross-state analyses of how states manage these structures. Applicants could propose work in one of three focus areas: mapping and risk assessment in Louisiana, mapping and risk assessment in Texas, or cross-state policy analysis decision-support tools. Up to $6 million is available for projects of up to 42 months, and the number of awards depends on the quantity, quality and budgets of applications. A notice of intent was due May 1, 2026 and full applications closed May 29, 2026 at 5:00 pm ET. Award selection was scheduled for September 2026 and funding is anticipated to start in November 2026; the page lists recipient announcements as to be determined.
