The 1991 Fellowship
The 1991 Fellowship is a three-year fellowship from the Mercatus Center for early-career policy analysts, lawyers, economists and researchers working on state-level reform in India; fellows must be based in India, ideally in the state they work on, and the program values demonstrated initiative and impact over formal credentials. Funding is up to $25,000 in the first year, up to $30,000 in year two for continuing fellows and up to $35,000 in year three, with adjustments for difficult states or regions and family obligations, and programming and travel tied to fellows' policy work are covered. Fellows receive public policy programming, mentorship, introductions to officials, journalists and think tanks, and monthly workshops with quarterly progress presentations. The cohort narrows to up to seven fellows in year two. Applications opened January 15, 2026, selections were to be finalized by early summer, and the fellowship launches in July 2026; applications are now closed and no next intake is posted.
